He is known for holding various high-ranking positions in every Liberal administration from 1852 to 1895, including Secretary of State for the Colonies and Foreign Secretary. He was also involved in significant historical events, such as the granting of responsible government to Cape Colony and the annexation of British Columbia to Canada during his time as Colonial Secretary.
